Division Manager-Director of Environmental Health

Tulare County Health and Human Services Agency (HHSA) is actively recruiting for the position of Division Manager-Director of Environmental Health to join the Administration Department of HHSA. This position will serve as Director of Environmental Health by administering and evaluating County-wide environmental health and environmental protection programs. The position will be responsible for approved milk inspection services and the Local Enforcement Agency (LEA) for integrated waste management.
The Division Manager of Environmental Health will monitor, develop and implement policies and procedures for environmental health programs. The position prepares and revises ordinances, rules and regulations and annual performance and productivity goals. He/she conducts office hearings for violations of environmental health laws and gives expert testimony in court for related environmental health violations. The position will make annual budget recommendations and monitoring budget expenditures. He/she will be a consensus builder charged with responsibilities for developing and maintaining positive relationships with various community groups, and public and private agencies.
Qualified candidate will have five years of progressively responsible experience in an administrative, managerial and supervisory capacity in the environmental health field. Possession of a Master’s degree with major course work in Environmental Health Services, Public Health, Public Administration or closely related field and a valid Environmental Health Specialist certificate of registration issued by the California State Department of Public Health is required. Knowledge of Tulare County Ordinance Codes, local laws and regulations governing environmental health programs, and engineering principles related to environmental health programs is desirable.
