 SUMMARY OF POSITION
The Environmental Health Bureau sits within the County of Monterey's Department of Health and consists of six major environmental health regulatory programs:  Consumer Health Protection Services, Drinking Water Protection Services, Environmental Health Review (Land Use) Services, Hazardous Materials Management Services, Recycling and Resource Recovery Services, and Solid Waste Management Services.  Also within the Bureau is Animal Services, which provides Animal Control, Rabies Surveillance and Pet Adoption services.
 
The Environmental Health Bureau is seeking to fill one full-time Environmental Health Specialist III (EHS III) for Environmental Health Review (Land Use) Services and two full-time EHS III for the Hazardous Materials Management Services, which will work with the new Environmental Health Cannabis Operations program.
 
The Environmental Health Review Services (Land Use) program is responsible for review of subdivisions and lot-line adjustments; planning projects; administrative, zoning and coastal permits; building permits; regional and long-term planning, and general plan update. Responsible for nuisance noise control, wastewater treatment facility and nitrate monitoring; standard and alternative onsite wastewater treatment systems; grey water disposal; and winery wastewater disposal program.
 
The Cannabis program is responsible for implementing environmental health related programs to permitted Cannabis Operations in the unincorporated and incorporated areas of Monterey County. This includes but is not limited to Hazardous Materials, Solid Waste, Water Quality, Land Use and Food Safety. The Cannabis program is also the primary point of contact within the Health Department to respond to unpermitted, illegal cannabis activities that involve violations related to the programs stated above. The Cannabis program includes elements of performing permit approvals, plan review, routine inspections, complaint response, public outreach and enforcement of applicable codes and regulations.
 
The EHS III provides leadership, analytical support and assistance in the promotion of environmental health laws and principles. This is the advanced journey/lead worker level and is responsible for conducting routine and complex filed inspections, investigations, staff training, surveys, and special studies to determine compliance with Federal, State, and local codes. Other important duties include reviewing permit applications; issuing health permits; providing technical program information and policy interpretation to the public and business community; serving as subject matter resource to other professional staff; and serving as a lead worker in the program.

  • Help monitor and coordinate the inspection, investigation, and enforcement activities of staff, ensuring standard practices are in place.
  • Developing, interpreting, and implementing policies, regulations, procedures and programs; identify operational problems and recommend solutions.
  • Collecting, analyzing, and evaluating technical data and develop recommendations and policy proposals as directed.
  • Detecting unsanitary conditions and potential public health risks.
  • Prepare complex written reports, record inspection/investigation findings and appropriate correspondence.

EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING:
Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:
 
Experience: Two years performing the duties in a class comparable to an Environmental Health Specialist II with Monterey County.

OR

 
Education: Completion of all core courses leading to a Master's degree in Environmental Health, Chemistry, Microbiology, Biology, or closely related field.

AND

 
Experience: One year performing a full range of duties in general environmental health inspections and enforcement actions.
 
Condition of Employment: 
As a condition of employment, the incumbent will be required to:
 

  • Pursuant to Section 514-534 of the California Health and Safety Code, incumbents must possess a valid Certificate of Registration as an Environmental Health Specialist issued by the State of California, Department of Health Services.
  • Possess and maintain a valid California Driver's license.
  • Be available to work a flexible schedule including on-call nights, evenings, weekends, holidays and during times of disaster or emergency.
  • The Health Department will conduct thorough background and reference checks which include a Department of Justice fingerprint check.

Desirable Qualification:

  • Bilingual English/Spanish skills
